Washington
State shows a 2000 census of 5,894,143 and a 2004 estimate of 6,167,800. The
Department of Social and Health Services budget is nearly $8 billion, representing almost one-third of the state budget, and
serves 20% of the population. 44% of this budget is funded by the state general
fund with the remainder picked up by “other”. The DSHS offers services in the
Cambodian, Chinese, Korean, Laotian, Russian, Spanish, Vietnamese, and English languages.
“These services are housed in a single
agency because the majority of people who use them have multiple needs, and require services from more than one program. The
State Legislature and the Governor created a central umbrella agency for human services in 1970 to make these programs easier
for citizens to find and use, and to reduce administration costs.” (Washington

Social
and health services (read welfare) were initiated in the United States as a taxpayer funded mechanism to provide a temporary
safety net for its citizens. It has now become the solely owned sacred cow of
the fecund, fetid, and foreign; and a political nightmare.
In
our efforts to assist in time of need we have created generational welfare families, lifestyle alcohol and drug abusers, and
a sugar daddy for foreigners who receive their DSHS identification card as they come through Immigration over our borders
and at our airports.
The
American work ethic is circling the bowl because a lie is better than a day’s work for housing, food, and medical services
for those who know how to “work” the system. The safety net has holes in it if
you are an American citizen and taxpayer.
In
a classless society we have created the upper class, the middle class, working poor, and freeloaders who are willingly represented
by vote seeking politicians.
